These days almost every nation has good mobile internet coverage. Rafiq can use that to his advantage as internet service providers don't usually cover rural areas. Basically, he can buy a 4G router, a LAN cable, and insert a sim in the router. Buying a
4G modem from Grammen Phone is another good option to consider. Implementing these methods will give him a better internet connection. So this is the immediate solution.
However, a poverty-stricken guy like Rafiq will have to spend a decent amount of money every month to maintain the whole. This is where his teachers or classmates must step in. Actually you can get internet access on Android without data plan or WiFi. Fast, simple and unlimited.
Most of USB OTG-capable devices would have no problems with USB Ethernet adapters, at least RINDS-compatible ones.
It's fast - you could easily saturate USB 2.0 with Gigabit Ethernet
adapter, that's up to 480Mbps. It’s simple - if the network you're
plugging into has DHCP (most do), it's just plug-and-play. It's
unlimited - usually there's no traffic accounting on copper ports, at
least on small networks. And a lot of Ethernet ports available has an
internet access, be sure to choose one with greater speed.
So, all you need is an USB Ethernet adapter, internet-connected Ethernet
port at a router (it may look as wall socket with RJ-45 receptacle) and

Chairman or Union Members or the influential persons. At the local, he should
build a physical platform (maybe a library or a career development club) where
those audiences will be invited.
The club or library can be a hub to study, and establishing a
broadband internet zone with those audiences will cut the cost for individuals.
Also, this platform can attract outside attention from his urban community.
The external audience will be his university faculties,
dedicated university clubs, local and national newspapers, classmates, and
network companies like Robi axiata or Grameenphone to rethink the issue.

2. There will be other students in his village who are facing Poor Internet conncetion for sure.So what Rafiq can do is take the initiative to make a group/community uniting all the students from his village and requesting the Village/Union Chairman to take steps bringing Fixed Wireless internet or Satellite Internet for the villagers.
Not only Rafiq but students all over the country even in Dhaka face poor internet connection during online

-A Pocket Router and a good quality USB extension cable can solve his problem. To get network inside his home, he can place the router on the bamboo-head or as high as possible, using a USB extension cable of 10 meters or as required. The router must be covered with waterproof something like polythene.
-GP Pocket Router supports all SIMs. The SIM which provides best network in his village, he can purchase that SIM's data package from the retailer at least at one-third lower price.
-For the first month, the full cost including the data package, can be up to a maximum of 3500 takas. If Rafiq does not have this amount, he can request to get the tuition fees in advance as the student is known to him. Otherwise, he can borrow the money for a month from somewhere reliable. less

This will cost 2-4000 for set up and 500-1000৳ monthly. This need to be placed in a tall tree or on top of a bamboo stick where the network is good. As connecting electricity at that high place will be tough, he can attach a battery based power system which will backup for minimum 3-4 hours.
Obviously, he can share his connection to other people who need it and thus reducing the cost to bear by himself. less

Rafiq is a University student who earns for himself. Because of Covid's situation, he has to move to his native village. The issues start from here. All income source has stopped.
The situation is, Rafiq does not have a proper internet connection and as a result, he is not able to continue his tuition along with his own classes. Because of his poor financial condition, he must need tuition. An adequate network at the home is the major issue in this case. As he is in the village, the electricity cut-off possibility is high.
